What Could Change in the Inflation Reduction Act (IRA)?

House Republicans have released a draft 2025 tax and spending bill that proposes significant changes to the Inflation Reduction Act (IRA). Key provisions include:


  • Earlier phase-outs of the commercial solar Investment Tax Credit (ITC)

  • Elimination of EV and energy efficiency credits

  • Repeal of transferability and direct pay


SUBJECT TO CHANGE: This is still early in the process and undergoing markup before it moves to a full House vote. We’re sharing a side-by-side breakdown of what is currently included in the proposal. While the proposal is still early, it reflects significant changes that could reshape clean energy financing, deployment, and manufacturing across the U.S.
