Virginia Shared Solar Program Update

Virginia continues to advance its commitment to clean energy through significant updates to its Shared Solar Program. On February 14, 2025, the Virginia State Corporation Commission (SCC) implemented new regulations, enhancing access to solar energy and expanding community participation.


BACKGROUND


2020:

  • The Virginia General Assembly passed the Virginia Clean Economy Act (VCEA), committing the state to a 100%carbon-free electricity grid by 2050.

  • Shared Solar Program – VA’s Community Solar program was established, allowing 150 MW of community solar in Dominion Energy's territory.


2024:

  • VA SCC expands community solar program from 150MW to 200 MW.

  • SB 253/HB 106 further expands Dominion's program by up to 150 MW (350 MW total).

  • SB 255/HB 108 established a new 50 MW shared solar program for Appalachian Power Company (APCo) customers.

  • The SCC was directed to suspend adoption pending a Petition for Reconsideration and Clarification.


2025:

  • Effective February 14, 2025, the SCC adopted new regulations for the Shared Solar Program.



KEY UPDATES:


  1. PROGRAM EXPANDED TO APCO CUSTOMERS

    a. APCo customers can now participate in similar shared solar program as Dominion.


    b. Definition of Shared Solar Facility are the same across Dominion and APCo, e.g., less than 5MW-ac, at least 3 subscribers, 40% of capacity subscribed by customers with subscription of 25 kW or less, and on a single parcel.


  2. EXPANDED CAPACITY LIMITS

    a. APCo: Capped at 50 MW or 6% of peak load.


    b. Dominion Energy:

    - 200 MW initial cap

    - Additional 150 MW expansion

    (if 90% of the first phase is subscribed)

    - 75 MW reserved for low-income customers


  3. MINIMUM BILL UPDATE

    a. Community Solar subscribers will have a minimum bill to contribute to infrastructure and service costs (LMI customers are exempt from minimum bills in Dominion).

    b. APCo and Dominion are expected to propose more details on minimum bill proceedings by April and May 2025, respectively.
